On May 1st, 2010 Kyleigh’s Law goes into effect in New Jersey. After that date any driver under the age of 21, who possesses a permit or probationary license, must display the GDL (Graduated Driver’s License) decal when operating a motor vehicle. Once the driver obtains a full privilege driver license the operator is no longer required to display this decal. Failure to display the GDL decal could cost the operator a fine of $100.

The GDL decals are available at any Motor Vehicle Commission Agency for $4.00 per pair. These decales are 1 1/2 inch by 1 inch, reflectorized and are red in color. They are made with removable 3M Dual Lock material. One decal must be displayed on the upper left corner of the front license plate and one on the upper left corner of the rear license plate. Failure to display this decal is a violation of N.J.S.A. 39:3-18.8

In addition to the decal requirement, New Jersey GDL drivers will also be subject to the following restrictions:

May not operate a motor vehicle after 11:01 p.m. and before 5:00 a.m.
May not use a hand-held or hands-free interative, wireless communication device.
Unless over the age of 21, GDL drivers may only drive with the following passengers:
Special Learner’s Permit Holders:
Supervising driver who is over 21 and licensed to drive for at least three (3) years.
Parent(s), guardian(s), or dependant(s)
One additional passenger unless accompanied by a parent or guardian.
Examination Permit Holders:
Supervising driver who is over 21 and licensed to drive for at least three (3) years
Parent(s), guardian(s), or dependant(s)
One additional passenger unless accompanied by a parent or guardian.
Probationary (formerly Provisional) License Holder:
Parent(s), guardian(s), or dependant(s)
One additional passenger unless accompanied by a parent or guardian.
